佐摩:造價600億 棄用原有鐵道「東鐵計劃風險高不合理

(吉隆坡17日訊)政府精英顧問團成員之一的經濟學家佐摩認為,銜接巴生港口與東海岸主要城市的東海岸鐵路計劃(ECRL)是一個不合理的項目。他說,馬來西亞將為此計劃在未來20年承擔所有債務和利息的風險。

佐摩質疑,為何現有的鐵道系統不被使用,而必須重新建設一條新的鐵路;此外,佐摩也對使用東海岸鐵路的乘客人數和貨運量是否足以支付建設所花費的成本,持有懷疑的態度。

客貨運量似難支付成本

他說:「我們只需提升現有鐵道系統的火車速度,而非建設新的高鐵或子彈火車。建造這些高鐵是為了誰?難道哥打峇魯或吉蘭丹人會每天來吉隆坡上班?」

報道指出,東海岸鐵路計劃的建造費將超過600億令吉,而大馬則向中國銀行借貸550億令吉以進行建設。

佐摩表示,馬來西亞向中國進出口銀行借貸的款項,將用於支付給此計劃的主要建築商中國交通建設股份有限公司。

未來年載量6千萬噸不足信

他說:「馬來西亞納稅人肯定成為這筆貸款的擔保人。」

根據官方說法,東鐵預計在2035年取得每年6000萬噸的貨運量。

佐摩形容,這是令人難以置信的,因為馬來亞鐵道公司(KTM)在現有的全國鐵路運輸網上,每年的貨運量也只有600萬噸。

他說:「如果預計的貨運量增長沒有實現,該項目將是一個巨大的損失,這意味著下一代的納稅人必須償還債務。」

The East Coast Rail Route (ECRL) project which connects Port Klang with major towns in the East Coast of Peninsular Malaysia is seen as an unreasonable project.

Prof Dr Jomo Kwame Sundaram, an economist at Malaysia, will bear all the risks involved in solving the debt with benefits over the next two decades.

In fact, Prof. Jomo also questioned why the existing railway system could not be used.

At the same time, he doubted that the number of passengers and load was sufficient to support the construction of the high speed rail.

"We just need to speed it up instead of developing a train or bullet train.

"This speed train is for anyone? Will people from Kota Bharu or Kelantan come to work every day in Kuala Lumpur?"

The report pointed out that the construction cost of the East Coast Railway project will exceed RM60 billion, while Malaysia will borrow RM55 billion from the Bank of China for construction.

Zomo stated that the Malaysian loan to China Export-Import Bank will be used to pay for the project's main construction company, China Communications Construction Co., Ltd.

He said: "Malaysia taxpayers will certainly become guarantors of this loan."

According to official sources, East Rail expects to achieve 60 million tons of cargo per year by 2035.

Sumor described this as unbelievable, because the Malaysian Railway Company (KTM) has only 6 million tons of freight per year on the existing national rail transport network.

He said: "If the projected freight volume growth is not realized, the project will be a huge loss, which means that the next generation of taxpayers must repay the debt."
